On a signature issue, one of our most respected political theorists Chandran Kukathas believes that democratic polities have repeatedly achieved the opposite of their intentions.

In his 2022 book, Kukathas--the Lee Kong Chian Professor of Political Science and Dean of the School of Social Sciences at Singapore Management University—argued that controlling outsiders requires regulating, monitoring, and sanctioning insiders, i.e. those who might otherwise hire, house, teach, or associate with the outsiders. The more immigration control is pursued, the more gravely freedom is diminished. Concerning national self-determination, Kukathas also finds that immigration control increases the power of states at the expense of citizens—a power that includes the authority to determine who is and is not an insider: to define identity itself.
